I propose the establishment of free college/university tuition to all students attending public institutions. This will not be discriminatory to any race or religion. These services will also be available to immigrants and migrants, and will provide aid in the access of food and transportation for those who find it necessary. It will also
Section 2: The details of your bill, with all important information outlined
The Department of Education will have a specific focus to ensure all student at a public institutions do not have to pay tuition and/or cost of attendance. Each public university will have a single organization at each university to ensure that this law will be followed. A separate program will also be implemented for success and focus in classes in order to quiet the quality debate over free education. However, for students who have already graduated and have graduated with debt, will not be covered under this law. These students will have to still pay the full extent of their debt. This is significant because over 66% of graduates from public universities are in debt. But, the main focus of this bill is to encourage more low income students to attend public universities.
Section 3: The budget and costs associated with your bill
The Department of Education has already had a 5.4 increase in budget since 2016 which brought it up to $70.7 billion dollars. It is estimated that in order to pay for all students at public institutions it would cost over $70 billion dollars yearly. I would propose that the budget be increased almost $150 billion dollars to support incoming undergraduate and graduate students. Giving the Department of Education a total budget of over $220 billion dollars.
Section 4: How to implement your bill, what department it will be a part of and when it will take effect
In order to implement free college tuition the Department of Education would be the lead. Having the largest budget, the U.S. Military would be the dependent of the $150 billion dollar increase in the budget of the Department of Education. Cutting the military’s ginormous budget 19%. The bill would be initiated immediately if passed, likely, as soon as the Fall of 2019 school year.

While globally, the United States is seen as the epitome of democracy, it is actually Switzerland that is inching closer and closer to being almost the most directly democratic country in the world. This means that citizens in Switzerland are known to have more power and say than many representatives in the country and vote for policies and referendums themselves.
Switzerland, unlike many countries in Europe and around the world, is one of the few that have neither a President or a Prime Minister. Switzerland uses a Federal Council, made up of members of the top four parties in Switzerland. These members are elected by Parliament, and help lead the country’s seven departments: Finances, Economy and Education, Internal Affairs, Defense and Sports, Energy, Traffic and Environment, and Justice. However, it is still necessary for Switzerland to be represented. That position is The President of the Swiss Confederations responsibility; whom represents Switzerland internationally and domestically. The President of the Swiss Confederation is an ever-rotating position among the members of the Federal Council; as every year a new member of the Council is elected to represent Switzerland. In 2019, Ueli Maurer was elected to be the new President of the Swiss Confederation.

Having a market economy allows businesses to privately own the means of production: land, labor, and capital and have an open market where citizens are allowed to pursue their economic endeavors. Switzerland is known for its specialization in financial services, precision manufacturing, metals, pharmaceuticals, chemicals, and electronics, but is also known for its flow of foreign commerce throughout the country which allows for more economic freedom and allows for Switzerland to be ranked first in the world in trade freedom.

Valcambi, Argor-Heraeus, Metalor Technologies, PAMP, Rand Refinery, and Tanaka Kikinzoku Kogyo make up the worlds largest refineries. With such large names in the industry already it is very hard to enter; I believe this market in Switzerland falls under the category of Oligopoly.
The oligopoly of Switzerlands gold market makes it one of the hardest to enter inside and outside the countries borders. With only a few number of large refineries in the area it makes it very hard to open a new refinery and have it be successful. But around the world, Switzerland is known as the leader in refining gold. They import over 70 billion dollars worth in order to continue to export immense amounts every year. The only competitors of Switzerland is Hong Kong, who is now responsible for 16.2% of all exported gold.
Switzerland isn’t just known for their gold, they are also known for the great quality of their work. This is seen in the countries regulation of how gold is refined. Switzerland makes sure that all gold refined in their country falls under the four nines rule (99.99), and three of their grea gold refineries are known as referees of the gold market, PAMP, Argor-Heraeus, and Metalor. Switzerland is also recently become very involved in monitoring how in which the gold they have imported was found. Switzerland has passes new laws to make sure that the gold they are importing has not been tampered with in accordance to certain human rights violoations.
You can’t just have incredible refineries if there wasn’t a way to sell all of the gold. Switzerland is able to sell so much gold because they have many bullion (precious metal) depositories around the world. Two of the largest companies that sells the gold is GlobalGold and SuisseGold. They offer the ability to sell and buy gold, but also to invest and protect gold that is bought. Swiss gold is also sold in coin auctions, and many other ways that make them a leader in the gold market.
